A new round of environmental protection has begun. Shanghai newspaper reporters found that Hebei, Beijing, Jiangxi and other places have introduced three major defense policies, namely, blue sky, clean water and clean land. Meanwhile, the second round of central environmental protection inspectors will be launched this year. It is reported that preparations are under intensive deployment.



According to the arrangement, resolutely winning the Blue Sky Defense War remains the top priority in 2019. In addition to the Ministry of Ecology and Environment has a clear plan of action, the local government is also constantly on the move.



For example, Jiujiang, Jiangxi Province, decided to launch a 60-day air pollution prevention and control campaign in the central urban area from February 1 this year. In order to fight the Blue Sky Defense War in 2019, Nanjing, Jiangsu Province, issued 57 measures focusing on key points and precise pollution control. These measures include implementing the requirements of ecological environment protection in the Yangtze River Economic Zone, orderly promoting the relocation and upgrading of key enterprises along the Yangtze River, strictly controlling & ldquo; two high & rdquo; industry capacity, and strictly prohibiting the addition of new capacity such as steel, coking, electrolytic aluminium, casting, cement and flat glass.


Regarding fighting for the protection of green water, Li Ganjie, Minister of Ecology and Environment, has disclosed that this year, the plan of action or implementation of key battles such as the protection and restoration of the Yangtze River, the treatment of urban black and odorous water bodies, the comprehensive treatment of the Bohai Sea and the treatment of agricultural and rural pollution will be implemented in an all-round way.


According to a recent paper issued by the relevant departments of Hebei Province, the improvement of water environment quality will be the core, focusing on five major regions, and promoting water pollution prevention and control in depth. Xiong'an New Area has become one of the five key areas. Its tasks include overall planning of the management and protection of Baiyangdian Basin, strengthening the upstream ecological construction and water conservation function maintenance, and systematically controlling pollution sources such as industry, urban life, agriculture, rural areas and tourism development in Xiong'an New Area and its surrounding areas. This year, Anhui Province will continue to fight hard for the treatment of urban black and odorous water, ensuring that the proportion of urban black and odorous water elimination reaches more than 90%. At the same time, regular monitoring and follow-up should be strengthened, and long-term water quality management and protection mechanism should be established and improved.


One of the important symbols of this year's Pure Land Defense War is the implementation of the prevention and control of soil pollution on January 1. The law clarifies the main responsibility of enterprises to prevent soil from being polluted, strengthens the responsibility of the polluters, and clarifies the regulatory responsibility of the government and relevant departments. It is understood that the supporting rules of the soil pollution prevention law will be promulgated one after another. It is expected that the relevant control actions will also be launched nationwide.


Local policies are also following up. Hebei proposed to speed up the detailed investigation of soil pollution of agricultural land in the whole province, and complete the assessment of soil environmental risk of agricultural land and integration of results by the end of June this year. Ningxia requests that construction industry policies should be prohibited to explicitly restrict, eliminate projects and add new capacity projects in industries with excess capacity.


Jiangsu Province recently issued a document requesting that new chemical parks and chemical enterprises within 1 km of the Yangtze River mainstream and its main tributaries be strictly prohibited.
