China Fiber Inspection Bureau recently released the "China Cotton Quality Analysis Report 2017/2018" (hereinafter referred to as the "Report"). According to the report, the comprehensive quality of new system cotton fine-lint cotton in China in 2017/2018 has been improved compared with the previous year.
According to the report, in 2017/2018, 10 cotton-producing provinces (autonomous regions, municipalities directly under the Central Government) and Xinjiang Production and Construction Corps were involved in the notarization inspection of cotton fine velvet cotton under the new system, which was the same as the previous year, involving 1030 processing enterprises, an increase of 4.36% over the previous year, with the inspection volume of 23.37 million bales and 5.287 million tons, an increase of 27.35% and 27.18% respectively. Among them, Xinjiang, as the main cotton producing area in China, accounted for 94.50% of the national inspection volume.
The report analyses the specific quality indicators. From the point of view of color and rolling quality, there are obvious differences in regionalization of color grade indicators. In recent years, the proportion of inspection quantity in each region has gradually stabilized, so the color grade indicators have little change, mainly white cotton, and most of them are concentrated in white cotton grade 2 and white cotton grade 3. The quality of rolling mainly concentrates on the middle grade, which accounts for 98.67%. In terms of fiber length, the average length of cotton is basically the same as that of the previous year, but the average length uniformity index has decreased. Among them, the proportion of cotton in the 30-32 mm length class and 28-29 mm length class is the same as that in the previous year, and it has greatly increased compared with the period of 2015/2016. From the internal quality of fibers, the two indicators of micronaire value and breaking strength are relatively good. Among them, the micronaire value index has increased again compared with the previous year, the proportion of grade A has increased significantly, the proportion of over-mature cotton in grade C2 has decreased; the average breaking strength index has risen again, and the proportion of cotton with strength or above has increased to 28.23%. As the largest cotton producing area in China, the cotton quality indexes of Xinjiang in 2017/2018 decreased by 0.02 mm, the average length uniformity index decreased by 0.43 percentage points, the proportion of A+B grade increased by 1.57 percentage points, the average breaking strength increased by 0.13 cN/tex, and the overall internal quality condition was better in 2016/2017.
According to the report, the factors affecting the quality of cotton in this year mainly include natural conditions, industrial policies, market situation, production links and so on.
In terms of industrial policy, the State Development and Reform Commission and the Ministry of Finance jointly issued the Notice on Deepening the Reform of Target Price of Cotton, which effectively guided the cotton farmers'expectations and guaranteed the stability of cotton yield and quality. Deepening the policy of cotton target price reform, deepening the market regulation & ldquo; price-complement separation & rdquo; and realizing more accurate cost-saving surplus. At the same time, cotton farmers and cotton enterprises will be pushed to the market, based on & ldquo; consumption-oriented & rdquo; to guide cotton farmers to change their concepts, processing enterprises to enhance quality awareness. The authenticity of cotton quality has been effectively enhanced by the system measures and working mode of specialized warehousing + public inspection in warehouse, which forces the cotton processing enterprises to improve the quality of cotton acquisition and processing. Subsidies are linked to quality, which transmits cotton quality awareness to cotton farmers and further enhances cotton quality from agricultural production.
In terms of market situation, in 2017/2018, the global cotton production was insufficient and demand was further balanced due to factors such as the United States launched a trade war. The gap between cotton production and demand in China was narrowed again. With the great change of external economic and trade environment in the late period of 2017/2018, the global cotton textile and clothing industry chain will enter a new adjustment stage.
In the production process, some cotton farmers have noticed the need of cotton blending in textile enterprises, and realized that the inherent fiber quality of different cotton varieties is very different. Instead of pursuing one-sided varieties with high yield, high lint percentage, disease and insect resistance and good color, they begin to pay attention to the inherent quality of cotton, and the consistency of cotton is constantly strengthened.
In order to ensure the improvement of cotton processing quality, protect the stability and consistency of cotton quality, and improve the overall spinnability of cotton in China, the report recommends further improving macro-control policies, relying on deepening the reform of cotton target prices and stabilizing expectations, encouraging cotton farmers to grow high-quality cotton, guiding cotton production to concentrate in the dominant producing areas and developing large-scale planting. New model of professional management. At the same time, the report also suggests that the role of big quality data should be brought into play, and the quality monitoring of cotton should be strengthened to promote the improvement of cotton quality throughout the country.
